Lynn Stanton (lstanton@tr.com) has been reporting on the telecommunications industry for seven years. Concentrating on state and local government telecom policy, she has written about universal service, jurisdictional separations, and the North American Numbering Plan to "open access," Internet taxation, and federal preemption of state and local market-entry barriers. Before joining TRI in 1994, she worked as a freelance editor for a variety of Washington corporate, government, and trade association clients; prior to that, she was an editor at the Miller Center of Public Affairs at the University of Virginia. Ms. Stanton also is editor of TR's affiliated publication, State & Local Communications Report. She received her bachelor's degree in government and politics from the University of Maryland, College Park, in 1984 and her master's degree in government from the University of Virginia in 1989.
