Brian Hammond Brian Hammond (bhammond@tr.com) has been with TRI since 1995 and covers broadband services and local telecom service competition for Telecommunications Reports and TR Daily. Brian also serves as the Editor of TR's Last-Mile Telecom Report. Since joining TRI, Hammond has covered the FCC's implementation of the local competition provisions of the Telecommunications Act of 1996 and the legal challenges that followed, as well as the rise and fall of the competitive local exchange carrier industry. Hammond edited the Spring 1999 edition of the TRI Journal on "Local Telecom Competition: What's Right, What's Wrong." He also has contributed to the TRI books "Changing the Rules: The Future of Telephone Access Charges," an exhaustive look at the FCC's 2000 overhaul of its interstate access charge system, and "In the Driver's Seat at the Top ICPs," a collection of conversations with top executives at emerging communications service providers He is a 1992 graduate of the University of Virginia.
